PBPH — Perizinan Berusaha Pemanfaatan Hutan, Forest Utilisation Business License — is the unified forest-utilisation permit framework introduced by PP 23/2021 (the successor regulation to the 2021 Job Creation Law's forestry provisions). PBPH consolidates the former IUPHHK-HA, IUPHHK-HT, and IUPHHK-RE permits into a single business-license framework, and is the standard land-tenure instrument under which new Indonesian forestry concessions — including carbon-project concessions — are issued.
For REDD+ project developers, PBPH represents both simplification (one permit framework instead of three) and concentration of regulatory authority (the licensing process is more KLHK-centralised). Existing IUPHHK-RE projects can continue to operate under their original permits but new restoration projects register under PBPH-Restorasi. The carbon-rights subset of PBPH is governed by Permenhut 14/2024 and now Permenhut 6/2026.
