Indonesia's pre-2021 timber forest-product utilisation permit (HA / HT / RE variants) — the land-tenure instrument that anchors many legacy REDD+ projects.

IUPHHK — Izin Usaha Pemanfaatan Hasil Hutan Kayu — was Indonesia's primary timber-forest-product utilisation business permit prior to the 2021 Job Creation Law (UU 11/2020) and its omnibus successor framework. It came in three principal sub-types: IUPHHK-HA (natural forest), IUPHHK-HT (industrial plantation forest), and IUPHHK-RE (ecosystem restoration). The IUPHHK-RE permit, in particular, was the legal vehicle for restoration-focused REDD+ projects — Katingan Mentaya, Rimba Raya, and most other Indonesian ecosystem-restoration carbon projects sit on IUPHHK-RE concessions.

The 2021 reforms collapsed IUPHHK into the broader PBPH (Perizinan Berusaha Pemanfaatan Hutan) framework. Existing IUPHHK permits remain valid until their original expiry but new permits are issued under PBPH. For carbon projects, the legal continuity is significant: an IUPHHK-RE issuer can convert to or operate under PBPH without invalidating the underlying carbon-rights claim.
