KLHK — Kementerian Lingkungan Hidup dan Kehutanan, the Ministry of Environment and Forestry — is the Indonesian line ministry with the broadest direct authority over forest-based carbon projects. KLHK issues the underlying concessions (PBPH, IUPHHK, restoration concessions) that anchor REDD+ and ARR projects, and it is the principal author of Permenhut regulations governing how those concessions can monetise carbon. The 2024 ministry split separating Forestry (Kemenhut) from Environment (KLH) is in progress but, at the time of writing, KLHK is still the consolidated ministry referenced in Permenhut 14/2024 and Permenhut 6/2026.
For any forestry-based Indonesian carbon project, KLHK is the gating regulator: it must register the project in the SRN, authorise any export of credits abroad (Surat Persetujuan), and supervise the underlying land tenure that gives the project its standing.
