Permenhut is the standard abbreviation for Peraturan Menteri Kehutanan — a regulation issued by the Indonesian Minister of Forestry (currently within Kementerian Kehutanan, with related instruments also issued by the Ministry of Environment, Kementerian Lingkungan Hidup). It sits below presidential regulations (Perpres) and government regulations (PP) in the Indonesian legal hierarchy but has direct operational force for the sector it covers.

In the carbon context, successive Permenhut have set the implementing rules for forestry-sector carbon trading, project licensing, benefit-sharing arrangements with adat (customary) communities, and verification requirements. Permenhut 6/2026 is the current implementing regulation governing forest-sector carbon trading and is the operational reference point for new VCS and SRN-PPI forestry projects.
