BAPPENAS — Badan Perencanaan Pembangunan Nasional, the National Development Planning Agency — is the central planning body that maintains the five-year RPJMN development plan and the longer-horizon Low Carbon Development Indonesia (LCDI) initiative. Where KLHK operationalises forest-sector policy and Kemenkeu owns the budget, BAPPENAS owns the framework that ties climate targets back to economic planning.
For the carbon market, BAPPENAS is most visible as the convening agency behind Indonesia's NDC submissions to the UNFCCC and the supporting analytical work (the Long Term Strategy on Low Carbon and Climate Resilience). Its role in any specific carbon project is indirect — projects go through KLHK and OJK — but the targets that drive Indonesia's compliance carbon market design originate in BAPPENAS plans.
