VM0048 is the consolidated REDD methodology Verra published in November 2023 to replace the patchwork of avoided-deforestation modules previously housed in VM0007 (AUD, APD, AR-AUD). It introduces a more centralised, jurisdictional approach to baseline setting, with allocated deforestation risk derived from a common dataset rather than project-by-project remote sensing.
The first activity module under VM0048 is VMD0055 for Avoided Unplanned Deforestation. Verra has signalled that new REDD project registrations should use VM0048 rather than VM0007 going forward, and existing VM0007 projects face transition timelines on subsequent verifications. The consolidated methodology is designed to address ICVCM Core Carbon Principle critiques about baseline inflation in the older VCS REDD literature.
