Accredited third-party CDM auditor — the body that independently validates CDM project designs and verifies emissions reductions before CERs are issued.

DOE — Designated Operational Entity — is the accredited third-party auditor under the Clean Development Mechanism (CDM) framework. DOEs perform two distinct functions: validation (assessing whether a proposed project meets CDM eligibility criteria before registration) and verification (independently confirming that the claimed emissions reductions actually occurred before CERs are issued). Major DOEs include TÜV NORD, TÜV SÜD, DNV, SGS, and Bureau Veritas — all accredited by the CDM Executive Board.

DOEs are the CDM analogue of Verra's VVBs (Validation and Verification Bodies) in the voluntary market. For Indonesian projects, DOEs typically performed both functions during the active 2008-2014 CDM era; current Verra-registered Indonesian projects use VVBs in the same dual-function role. With CDM winding down, DOEs are gradually shifting to PACM (Article 6.4) accreditation and to expanded voluntary-market work.
